This category is for experienced business people who meet certain criteria, but do not intend to actively manage their own business in Canada. In order to qualify, the investor must have a net financial worth of CAD $1,600,000 and be willing and able to invest CAD $800,000 for a period of five years in a fund approved and guaranteed by the Canadian government.

Other conditions for consideration under this category are:
The investor must have have held managerial responsibility in a business for at least  two of the last five last years with direct responsibility for at least five employees, or have owned and actively managed a business that met at least two of the four following conditions during two of the past five years:

These criteria are based on 100% ownership of the qualifying business by the applicant and his or her spouse or common-law partner. In cases where ownership  is less tha 100% the criteria are adjusted on a pro rata basis.

Upon approval in principle, the applicant will be required to make a five-year investment of CAD $800,000 in a government approved and guaranteed fund. Once the investment is made, the Canadian  government will issue permanent residence visas to the applicant and his or her family members. There are no further conditions to be met after settling in Canada. After five years the invested sum will be fully refunded but without interest.
